A foreign citizen cannot obtain a Hungarian SIM card without documents issued by the Hungarian authorities.
EU and EEA citizens can apply for a top-up SIM card from Hungarian service providers, for which a foreign identity card or passport is sufficient. A Hungarian address may be required to activate the card, but only for contact/marketing purposes, a Hungarian address card is not required. This information is included in the internal rules of the service providers, but due to rare practice, the administrators are not always aware of this possibility.
