#ACCESS panelek a határon átnyúló jogi akadálymentesítésről
#ACCESS is a strategic operation of the Slovakia-Hungary Interreg VI-A programme implemented by CESCI and CESCI Carpathia aiming to facilitate cross-border mobility and integration by identifying and solving administrative and legal obstacles. By doing this, the project lasting for 6 years joins the different initiatives all over Europe targeting the persisting legal and administrative obstacles like the Cross-Border Review and the draft Regulation on a solution facilitating the elimination of border obstacles of the European Commission, the Freedom of Movement Council of the Nordic Council of Ministers, the b-solutions initiative managed by the Association of European Border Regions, and the Coordination Point set up at the Flemish-Dutch border. All these examples will be presented in the two panels of the Art of Cooperation conference, on 14 November, in Budapest.
The second edition of the Art of Cooperation conference is organised within the framework of the Hungarian presidency of the Council of the European Union by the Széchenyi Programme Office and the Ministry of Foreign Affairs and Trade of Hungary, in partnership with the European Committee of the Regions, the Central European Service for Cross-Border Initiatives, the Association of European Border Regions, and the Hungarian Development Promotion Office between 13 and 15 November.
The two parallel sessions organised during the Art of Cooperation conference by the Central European Service for Cross-Border Initiatives (CESCI), CESCI Carpathia, the Committee of the Regions (CoR) and the Association of European Border Regions (AEBR) summarise the models and mechanisms targeting legal and administrative obstacles hampering the accomplishment of the Single Market and the free movement of goods, services and people across the EU Member States’ borders. Border citizens are very often prevented from high-quality public services (e.g. transport, health, social care) and their employability is hindered by the national regulations ruling the acknowledgement of skills and diplomas which disable them from being hired in the nearest centres of employment located on the other side of the border. These examples of ‘spatial discrimination‘ urge coordination between the national governments and steps to be taken at the EU level.

The session aims to present existing good practices and models of cross-border management of persisting legal and administrative obstacles. The speakers will present the Benelux and the Nordic models, the most recent achievements of Germany, and the project “#ACCESS – Promotion of legal accessibility across the Slovak-Hungarian border” implemented by CESCI and CESCI Carpathia and co-financed by the Slovakia-Hungary Interreg VI-A programme.

The session aims to give an overview of the efforts made by the European Commission and the EU presidencies to eliminate the legal and administrative obstacles, including the Cross-Border Review project and the Communication “Boosting Growth and Cohesion in EU Border Regions”, the Border Focal Point, the b-solutions initiative, the Interreg Specific Objective 1, and the proposal on a mechanism facilitating cross-border solutions, etc. The speakers will also reflect on the future perspectives of the FCBS proposal.
